Lyon County Board of County Commissioners Meeting Summary ― August 6, 2026 (Video attached)

From Lyon County, Nevada: The Lyon County Board of County Commissioners (BOCC) met on Thursday, August 6, 2026, to hear presentations, conduct public hearings, and take action on several significant development and policy items. Highlights from the meeting include:

Monarch Data Center

The Lyon County Board of County Commissioners approved, by a 3-1 vote, a request from Copia Power Devco, LLC, to rezone approximately 505.4 acres to a Planned Unit Development (PUD) for the proposed Monarch Data Center. Commissioner Hockaday voted in opposition, and Commissioner Cassinelli abstained. As part of the approval, the Board adopted the conditions recommended by Lyon County Community Development and established a maximum building height of 75 feet.

The proposed Monarch Data Center includes up to 4.6 million square feet of development, consisting of eight two-story data center buildings, battery energy storage, natural gas backup generation, an electrical substation, transmission infrastructure, and related support facilities.

The Board’s decision followed several hours of public testimony from community members both in support of and opposed to the project. This action represents the fifth public hearing on the proposal since it was first considered by the Planning Commission on July 8, 2025. The approval is for the tentative Planned Unit Development. Copia Power must file an application within one year for final PUD approval.

Prior to any construction, the project must satisfy numerous additional local and state requirements, including approval of final drainage plans by the Lyon County Engineer, emergency response plans by the Lyon County Office of Emergency Management, fire suppression and emergency response plans by the Mason Valley Fire Protection District, roadway improvements approved by Lyon County and the Nevada Department of Transportation, applicable permits from the Nevada Division of Environmental Protection, and approval by the Nevada State Engineer to convert existing agricultural water rights to industrial use.

As conditions of approval, Lyon County also required roadway improvements, including a northbound passing lane on U.S. 95A at Wabuska Hill and to Sierra Way, before construction may begin. Copia Power has committed to meeting these requirements.

Through the review process, Lyon County has worked to establish conditions that address transportation, public safety, emergency response, infrastructure, and environmental considerations using the regulatory authorities available under current state law and Lyon County land use and development code, with the goal of ensuring the project is compatible with and protective of the surrounding community.

Presentations

Following a presentation from the Nevada Rural Housing Authority, the Lyon County Board of County Commissioners approved a resolution transferring the County’s unused $2,420,928.74 Private Activity Bond Volume Cap allocation to the Nevada Rural Housing Authority for its Single Family Programs. This action does not use County budget funds. The federal allocation will support affordable homeownership opportunities for rural Nevada families through the Nevada Rural Housing Authority’s Launch Pad program, which provides eligible homebuyers with below-market interest rates paired with down payment assistance to help make homeownership more attainable.

Commissioner Appointments

The Board appointed Linda Kessler to the Smith Valley Advisory Board and Brenda Lanz to the Dayton Regional Citizens Advisory Board with terms expiring Dec. 31, 2027. In addition, Commissioners appointed Lucy Cooke to the Central Lyon Park & Recreation Board with a term expiring Dec. 31, 2026. Further, the Board also recognized the resignation of Krystal Rodrigues and Jason Kirmel-Long from the Dayton Regional Citizen Advisory Board.

Other Board Actions

Community Development Block Grant (CDBG) – Lyon County Board of County Commissioners received an update on proposed CBDG projects for the 2026–2027 funding cycle and invited public input on additional project ideas. Commissioners reviewed the eligibility status of three project concepts, with the Boys and Girls Club of Mason Valley’s Silver Springs sidewalk, curb, and gutter project identified as eligible to move forward, while the Yerington Senior Village and Code Enforcement Clean-Up proposals require alternative approaches due to program eligibility requirements. Eligible applications will return to the Board for ranking and consideration at its November 5, 2026 meeting.

Government Affairs – Lyon County Emergency Management and Government Affairs Director Taylor Allison provided the Board with an update on two proposed BDR concepts submitted by County departments for the 2027 Nevada Legislative Session: Community Benefit Agreements and Child Welfare Assessments. Following the presentation and discussion, the Board approved staff’s recommendation to pursue legislation establishing a statutory funding formula for county assessments for child protective services that better reflects service utilization and incentivizes prevention efforts. Staff will return to the Board on August 20, 2026, with a resolution for consideration authorizing submission of the BDR to the Nevada Legislative Counsel Bureau by the September 1 filing deadline.

National Association of Counties (NACo) – The Board authorized Commissioner Hendrix to attend the 2026 NACo Energy Symposium in Texas September 23-25, 2026.
