Four lifelong community leaders inducted at the Council’s 2026 Critical Issues Conference for decades of professional excellence and service to Douglas County and Nevada
MINDEN, NV. October 1, 2026 — The Business Council of Douglas County inducted Renea Louie, ARM, ACI, Fellow, the Honorable Senator Robin Titus, MD, Mary Lau, and David Brady into its Leaders and Legends Lifetime Achievement Hall of Fame at the Council’s 2026 Critical Issues Conference. The four were selected for careers whose professional excellence and community service have shaped Douglas County and Nevada over several decades.
Senator Robin Titus, MD, practiced family medicine in Lyon County for 37 years — serving southern Lyon County as the only full-time medical provider for approximately 30 miles in any direction — delivered countless babies, and has served as Lyon County Health Officer since the 1980s. Emergency Medical Services Director for the Smith Valley Fire District from 1984 through 2014 and Nevada Family Physician of the Year in 2008, she was elected to the Nevada Assembly in 2014, became Assembly Republican Leader in 2021, won election to Senate District 17 in 2022, and in January 2024 was selected by her Senate colleagues to lead their caucus — one of the rare Nevada leaders to have led her party in both houses of the Legislature.
Mary Lau, has led the Retail Association of Nevada as President and CEO since the late 1980s, building the organization into one of the state’s most respected business advocates and the Legislature’s first call on issues touching retail — increasing the membership from fifty to thousands in an industry that now supports more than 225,000 Nevada jobs, contributes more than $1 billion in annual tax revenue, and generates more than $35 billion in economic impact. Recognized by the Las Vegas Review-Journal among the top players at the Nevada Legislature, she has guided the industry through every major policy debate of the past four decades and has served on public boards including the Nevada State Board of Pharmacy and the Nevada Commission on Judicial Discipline. Her legacy will stand forever.
Renea Louie, ARM, ACI, Fellow, has served as the Business Council’s Chief Executive Officer and Executive Director for 26 years while leading Sotera Global Management, a Nevada-headquartered captive insurance management firm. She has overseen the formation and management of more than 150 insurance entities holds the industry’s highest distinction — Fellow status, awarded to only ten professionals in the world — has chaired the Captive Insurance Companies Association, currently serves as President of the Oklahoma Captive Insurance Association, The Nevada Captive Insurance Council, Chairman of the Western Region Captive Insurance Conference and serves on more than 45 boards across the United States. In Douglas County, she has raised millions of dollars for children, seniors, and community facilities, including nearly $700,000 as sole fundraiser for the county’s youth scholarship program since 2016; the Incredible Kids Fund has served more than 10,000 children. Louie was the County’s first Million Dollar Club inductee and a three-time Citizen of the Year by prominent Nevada organizations, she was selected by a unanimous vote of the Council’s Board.
“Renea’s life and leadership have been defined by a genuine commitment to serving others,” said Travis Coombs, VP of Core Construction and Business Council President. “Through her tireless work on behalf of our business community and the residents of Douglas County, she has helped make this a stronger, more connected, and more vibrant place to live. The Board is proud to recognize her lasting contributions with this Lifetime Achievement Award.”
David James Brady, has given more than four decades to public service: police officer with the Redondo Beach Police Department from 1978 through 1985, including service as president of its Police Officers’ Association; financial investigator with the Nevada Gaming Control Board; Certified Financial Planner and founder of Brady and Associates in Minden; nearly fifteen years as a Douglas County Reserve Deputy Sheriff; nine years on the Douglas County School Board, including two as president, where he helped establish the School Resource Officer Program; and four years on the Douglas County Commission, where he spearheaded the county’s first strategic plan. In February 2026, he returned to the School Board to complete an unexpired term during a difficult budget period, saying simply: “It’s where I belong.”
The induction took place at the Council’s annual Critical Issues Conference, held on September 28, 2026 at the Tahoe Blue Event Center in South Shore Lake Tahoe. The event, in its 34th year has convened governors, legislators, agency leaders, educators, business executives, and national speakers around the issues shaping Northern Nevada.
