I signed.

The recall now circulating in Lyon County is not being sold as a way to stop Monarch. It will not unwind the August 6 tentative PUD. It will not put the new data-center ordinance on that project. It will not say who pays if a neighbor’s well drops. A petition in circulation does not freeze a vote.

I signed anyway. Not only because of the names that made the exceptions. I signed because the process took the developer’s assurances — water already in hand, no abatements, roads first — as if they were recorded conditions. They were not.

Water numbers that do not match. No recorded well plan. No successor language if the LLC is sold. “We will not seek abatements” said into a microphone. 95A and tribal consultation left for later.

Verbal agreements do not pump a well. Staff cannot enforce a quote. A new buyer cannot be sued on a handshake. If it is not in the final PUD and a recorded development agreement — metered, triggered, bonded, and binding on successors — it is not a promise. It is theater.

So the demand is simple. Write it or do not approve it.

Direction to staff, on a printed agenda: well-monitoring and mitigation for final Monarch PUD. Radius. Baseline before groundbreaking. A number that counts as a drop. Deepen, replace, or haul water on a clock. A bond the county can draw without calling Carlyle. One consumptive cap that matches the State Engineer file. No abatement, in writing. Successors and assigns. Name the office that enforces it.

Any commissioner can ask that this be printed. Hockaday already voted no. Affected well owners can say so from their own roads, in their own emails. Public comment is not a vote. A printed item is. Silence from the dais is a no. If our speech does not bind the project, theirs should not either. Put it in writing and then show us…publish so the public can see it in writing far before the PUD.  Please.

The petition is your right. The printed agenda is the work. Do both. Spend the same weeks making them put the speeches on the page. If the words stay in the air, the well owner is the bank. Final PUD without those sentences is another speech.
