Lyon County Board of County Commissioners Meeting Summary ― November 6, 2025

Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, November 6, 2025 to hear presentations and take action on several significant agenda items. Highlights from the meeting include:

Flood Awareness Week Proclamation

The Board proclaimed November 9-15, 2025 as Flood Awareness Week in Lyon County. As Lyon County is home to multiple rivers, streams and waterways, and is uniquely vulnerable to flooding due to seasonal weather patterns, snowmelts and topography, Flood Awareness Week highlights the importance of flood preparedness, mitigation, and community resilience. In addition, the National Weather Service presented Lyon County with a StormReady Community designation for ongoing efforts to increase emergency public information and warning, response, and mitigation for weather-related events.

Douglas and Lyon Counties Appoint Blayne Osborn to Assembly District 39

The Board held a joint meeting with the Douglas County Board of County Commissioners at 1:00 PM to appoint Blayne Osborn to fill the Nevada Assembly District 39 position recently vacated by Ken Gray for the remaining unexpired term.

North Lyon Power General Improvement District

Commissioners heard presentations from County Manager Andrew Haskin and Comptroller Josh Foli on the benefits and risks associated with creating the proposed North Lyon Power General Improvement District (GID). Following discussion, the Board directed county staff to continue working with the developer to gather additional information needed to develop a comprehensive service plan, including details on service provision, engineering and financial surveys, and a full financial analysis.

Waste Management Update

Kim Fleming provided an update on the Waste Management Silver Springs Transfer station as well as recent milestones to the board. They are anticipated to break ground on the transfer station this month and finish construction by February of 2026.

Planning Items

CMH Homes, Inc. – Approved a request from CMH Homes, Inc. for a Zoning Map Amendment to change the designation from the Title 10 district of M1 (General Industrial District) to the Title 15 district of LI-S (Light Industrial – Suburban) on a 2.13-acre parcel located at 10020 E Highway 50 in Mound House.

Other Board Actions:

·       Sheriff’s Office Grants – Accepted a grant from the Edward Byrne Memorial Justice Assistance Grant (JAG) Program in the amount of $49,923 for a mobile enforcement program.Further, the Board accepted two grants from the Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS Office) in the amount of $74,929 to deploy an artificial-intelligence (AI) modeling solution that delivers real-time, data-driven patrol guidance and $62,400 to implement a comprehensive officer mental health and wellness initiative that aligns with the goals of the FY25 Law Enforcement Mental Health and Wellness Act (LEMHWA).

·       Silver Springs Airport Professional Services AgreementsApproved two three-year Professional Services Agreements between Lyon County and H.W. Lochner, Inc. to provide planning and engineering services as well as design and project management services for capital improvement projects and the Airport Master Plan for the Silver Springs Airport.

·       Advisory Boards – Acknowledged the resignation of Jonathan F. Turner from the Smith Valley Citizen Advisory Board effective December 31, 2025.

·       Facilities – Awarded a contract to Cerris Systems Reno, Inc., in the amount of $68,892 to replace the Yerington Senior Center HVAC system to be paid from the Community Energy Programs U.S. Department of Energy grant.

·       County Manager – Authorized for an estimated cost of up to $1,500 for Commissioner Keller to travel to the 2025 National Association of Counties (NACo) symposium and fall Board of Directors meeting, December 4-7th in Decatur, TX (4-1 Commissioner Hockaday Opposed).

·       CORE West Inc. – Approved the Owner-Contraction Manager at Risk (CMAR) Construction Agreement with CORE West Inc. dba CORE Construction for the Dayton Government Complex with a Guaranteed Maximum Price (GMP) of $30,341,712 and authorized the County Manager to approve contingency change orders within the GMP.
