 Lyon County Board of County Commissioners Meeting Summary ― December 18, 2025

 Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, December 18, 2025 to hear presentations and take action on several significant agenda items. Highlights from the meeting include:

 2025 Annual Comprehensive Financial Report

The Board approved the Fiscal Year 2025 Annual Comprehensive Financial Report, audited by Sciarani & Co., following a thorough overview by Comptroller Josh Foli. The independent auditors report did not result in any findings and upholds that the balances and financial position of the County identified in the financial report are accurate. Mr. Sciarani also recognized Mr. Foli for achieving a Certificate of Achievement for Excellence in financial reporting.  County Manager Contract and Performance Review

The Commissioners approved the annual performance review of County Manager Andrew Haskin and approved a merit increase of 2.5% to Mr. Haskin’s base salary. In addition, the Board approved a new four-year employment contract with Mr. Haskin, affirming the Board’s confidence in his leadership and continued service to Lyon County.

 Other Board Actions:

  • Community Development – Commissioners approved a request for the abandonment of two easements located within the Brookview Ranch Subdivision at the terminus of Comstock Road in Dayton. The Board also voted 4-1 (Commissioner Jacobson opposed) to table the agenda item to propose an ordinance to update the Lyon County Code Title 15 to adopt the 2024 International Fire Code (IFC).
  • Facilities – Approved a two year contract from January 1, 2026 to December 31, 2027 for janitorial service for the Lyon County Fernley facilities to Able Janitorial Services in the amount of $71,292 per year. Of the 3 bids received, Able Janitorial Services was the lowest bidder.
  • Human Services – Accepted a donation in the amount of $5,097.51 from Meals on Wheels of America and Target Circle. Commissioners also approved adjusting the Yerington Senior Center Transportation Specialist position from 30 hours to 25 hours and increasing the Transportation Specialist out of the Dayton Senior Center from 30 hours to 35 to address the waitlist for home-delivered meals in the Dayton area.
  • Board Appointments – The Board appointed Keri Kidder and Joanne Lawson with terms expiring December 31, 2027 as well as Mark Phillips with a term expiring December 31, 2026 to the Smith Valley Advisory Board. 
  • Silver Springs GID – The Board recessed to reconvene as the Silver Springs GID Board to approve Amendment No. 1 to the Agreement with AtkinsRealis, Inc. for the RIB Exploration and SSGID WWTP Rehab Improvements Project, to extend the Agreement ending date to December 31, 2026.
