Lyon County NV – December 5, 2025                     

 Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, December 4, 2025 to hear presentations and take action on several significant agenda items. Highlights from the meeting include:


 Master Plan Amendment for Monarch Data Center
The Board approved, in a 4–1 vote (Commissioner Hockaday opposed), a request from Copia Power Devco, LLC for a Master Plan Amendment changing the land use designation from Agriculture to Specific Plan for the proposed Monarch Data Center in Mason Valley. The decision followed a presentation from Copia representatives and extensive public comment both for and against the proposal.  


 Commissioners emphasized that approval of the service plan does not approve development of the data center. This request only represents the first step in a potential project’s implementation. The applicants would still be obligated to submit a new and complete application for a Planned Unit Development (PUD). Through the PUD process, county staff, the Planning Commission and the Board of County Commissioners will have the authority to request additional information from the applicant, review specific development standards, and identify conditions for possible approval.


 UNR Lyon County Extension
The board heard a presentation on UNR Cooperative Extension services by Holly Gatzke, Northern Area Director and welcomed Melissa Huntley, as the new Lyon County Coordinator. In 2024–25, the 4-H program engaged 203 youth with support from 35 volunteers, expanded events such as camps, livestock shows, and leadership activities. Additional programming included SNAP-Ed nutrition education, radon awareness outreach, and the Living with Fire initiative, offering residents tools to reduce wildfire risk and improve community safety. 


 Board of Health
Commissioners recessed to reconvene as the Lyon County Board of Health. The Board of Health, Chaired by County Health Officer Dr. Robin Titus, heard a number of presentations on health-related programs and services. Rural Nevada Counseling reported on the new building in Silver Springs and Community Health Alliance provided an overview on programs and services. Further, Lyon County Human Services Director Shayla Holmes provided an update on the Live Better Lyon campaign and the FY25 Human Services Annual Report.  Other Board Actions:
Sheriff’s Office MOU with Yerington Police – Approved an MOU between the City of Yerington Police Department and the Lyon County Sheriff’s Office for providing law enforcement assistance within the jurisdiction of the agencies.


South Lyon Hospital District Financing New Primary Care Clinic– Commissioners approved a resolution supporting the South Lyon County Hospital District’s request to move forward with financing for a new Rural Health Clinic (RHC). The action authorizes the District to issue a medium-term interim debenture of up to $2.8 million, to be repaid from the future sale of a medium-term obligation of the same amount. This financing mechanism will help cover costs associated with developing the new primary care clinic.
