Lyon County Board of County Commissioners Meeting Summary ― July 3, 2025

Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, July 3, 2025 to hear presentations and take action on several significant agenda items. Highlights from the meeting include:

Proposed Ordinance to Adopt 2024 Building Codes

Commissioner Hendrix proposed an ordinance to amend Lyon County Code Title 15, Chapter 239, Sections 1, 2, and 5. The amendment would formally adopt the following updated codes, effective January 1, 2026:

·  2024 International Code Council (ICC) Building Codes

·  2023 National Electric Code

·  2024 Uniform Mechanical Code

·  2024 Uniform Plumbing Code

·  2024 Northern Nevada ICC Amendments

·  2024 Lyon County Amendments

This update is intended to ensure construction standards remain current with state and national safety, efficiency, and resiliency guidelines. Notice of the proposed ordinance was provided to all applicable trade associations and chambers of commerce on June 2, 2025. The full text of the proposed ordinance is available for public review in the meeting backup materials. A hearing for the proposed ordinance will be scheduled for the first meeting in August.

Interlocal Agreement for Partial Consolidation of Fernley Municipal and Lyon County Justice Court

The Commissioners approved an interlocal agreement to partially consolidate the Fernley Municipal Court and the Fernley Justice Court. The cases and revenues will be tracked and remitted to the City and the County, respectively. The City will continue to provide space for both courts until the Fernley Justice Court remodel is complete; at which time, the County facility will house all of the court staff for both courts. There will be some additional costs for software licensing, but that is anticipated to be paid out of the restricted court fees. The Fernley Justice Court will save funding by replacing an Administrator position with a court clerk position by utilizing the City’s Court Administrator to supervise the Court employees. The County will pay $834 per month to the City for these increased responsibilities. Over time, this should save costs as staffing will not need to be increased due to the economies of combining the staff of the two courts.

Other Board Actions

·         Human Services – Accepted a donation in the amount of $1,000 from T & D Power to be used to purchase items to assist the Kids Days in the Park.

·         Facilities – Approved a contract with NRC Roofing, Inc. in the amount of $81,500 to reroof the old Yerington Court House.

·         Death Benefit Claim Beneficiary – Approved a resolution authorizing the Comptroller to sign on behalf of the County to submit a death benefit claim to New York Life Insurance and Annuity Corporation that lists Lyon County NV Animal Services as the beneficiary.

·         Telephone System Upgrade – As the County’s current phone system is at end of life, the Board approved the purchase and installation of a phone system and associated licensing and support agreement with PacStates. The agreement has a one-time charge of $111,542.14 and a monthly support charge of $1,340.50. In addition, Commissioners approved a service order with Charter Communications for internet and data services for five years in a monthly amount of $1,732 and authorize the IT Director to sign.

·         NV-Reno Industrial LLC Reimbursement Agreement – Reviewed and Approved a Reimbursement Agreement for NV-Reno Industrial LLC, North-Lyon LLC, and Ramsey LLC to reimburse Lyon County for reasonable costs associated with outside legal and engineering review for the evaluation and possible initiation and formation of the North Lyon County Power District.

·         Construction Manager at Risk for Dayton Government Complex – Approved CORE Construction to be the Construction Manager at Risk for the Dayton Government Complex and the associated preconstruction contract.

·         Public Defender Services Contracts – Approved two one-year contracts effective July 1, 2025 for public defender services. The first contract is with Walther Law Firm, PLLC in the amount of $24,000 for services in the City of Yerington Municipal Court and the second contract with Mansfield & Mayo Law Firm, PLLC in the amount of $120,000 for services in the City of Fernley Municipal Court.
