Lyon County Board of County Commissioners Meeting Summary ― June 6, 2025

Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, June 6, 2025 to hear presentations and take action on several significant agenda items. Highlights from the meeting include:

Sheriff’s Office Awards

Sheriff Brad Pope presented Sergeant Gabriel Santos, Deputy Stiles Sousa and Deputy Joshua Lynch with a Meritorious Service Medal for their lifesaving actions during a kidnapping case in Fernley on May 6th, 2025.

Water Resource Management Plan

Discussed and provided direction to the Community Development Director regarding the creation of a Lyon County Water Resource Plan in partnership with the Desert Research Institute (DRI) per NRS 278.0228. DRI will provide technical assistance expertise in compiling and analyzing water resource data, determining water demands and creating a useful and useable water resource plan. This project is funded through a grant from the Nevada Department of Conservation & Natural Resources (DCNR) Water Conservation and Infrastructure Initiative.

Northern Nevada Industrial Center

The Board approved a resolution to initiate the formation of a General Improvement District (GID) in Lyon County to transmit electric power called the North Lyon County Power District. The proposed GID will allow for the development of immediate capacity via a microgrid until the industrial center can be tied into the NV Energy grid. As proposed, the GID may be formed in such a way to avoid financial risk to the Lyon County by ensuring general and special funds are not leveraged for the project.

Battery Energy Storage Systems

Copia Power and EDF Renewables provided a presentation regarding battery energy storage systems and solar technologies.The presentation provided an overview of design listings and tests, installation codes, and emergency response procedures.

Planning Items

·   Approved a Conditional Use Permit for the re-commissioning of a legally-existing, non-conforming use consisting of an anaerobic digester for methane production, and to ensure compliance with Nevada Division of Environmental Protection regulations, on land subject to Rural Residential 20-acre (RR-20) zoning, (APN 010-111-44) PLZ-2025-018.

·  Approved a Conditional Use Permit for the temporary storage of universal waste consisting of end-of-life photovoltaic solar panel at 800 Lake Avenue in Silver Springs, in support of the recycling of the panels at 600 Lake Avenue, subject to the Conditions of Approval (APN 015-142-08) PLZ-2025-011.

· Approved a Conditional Use Permit for an aggregate pit on land subject to RR-10 (Rural Residential, 10 Acre Minimum) zoning located on Daney Canyon Road, north of Hwy 50 in Dayton on an approximately 53.66-acre parcel (APN 016-151-58); PLZ-2025-016. The motion passed 3-2 (Commissioners Keller and Hendrix opposed).

· Adopt by ordinance a Development Agreement between Lyon County and TRACT Capital Management, LP for the development of the Silver Springs Technology Park (“SSTP”) Specific Plan for the 460 acres of six (6) parcels that total approximately 1,070 acres, located west of US Highway 95A and north of US Highway 50 in Silver Springs (APNs 015-111-01, 02,04, 05, 06 and a portion of 015-091-08), PLZ-2024-050.

Other Board Actions:

· Comptroller – Approved the fee resolution for all Lyon County Departments, effective July 1, 2025.

· Utilities – Approved an agreement with HDR Engineering, Inc., for an amount not to exceed $289,929 for funding application assistance, National Environmental Policy Act Services, and 30% design for the Rose Peak Water Main Replacement Project in Dayton. In addition, Commissioners approved an amendment with Lumos & Associates for the Highway 50 Sewer Replacement Project Phase 2, to extend the agreement to December 31, 2025.

· Sheriff’s Office – Approved a contract between Axon Enterprise and Lyon County for 5 years in the amount of $90,663.84 per year for the Sheriff’s Office Tasers, effective July 1, 2025.

· Dayton Government Complex – Commissioners discussed potential names for the future Dayton Government Complex building and provided direction to the County Manager to solicit public input prior to the Board making a final decision.
