 Lyon County Board of County Commissioners Meeting Summary ― March 5, 2026

Yerington, Nevada – The Lyon County Board of County Commissioners met on Thursday, March 5, 2026, in Yerington to hear presentations, conduct public hearings, and take action on several significant development and policy items. Highlights from the meeting include:

Presentations

The meeting began with several informational presentations to the Board, including an update from Nevadaworks regarding workforce development programs and services available to Lyon County residents.

Commissioners also received presentations regarding the Traditions development in Dayton and updates from the Dayton Main Street Committee on current initiatives and future goals for revitalization in the community. Consent Agenda and Administrative Items

The Board approved routine administrative matters on the consent agenda, including financial claims, travel reports, and prior meeting minutes. Commissioners also accepted a donation from the Lyon County Library Foundation for improvements at the Yerington Branch Library and approved grant funding from the Nevada State Library to support continuing education for library services. 

Planning and Development Hearings

A significant portion of the meeting focused on land use and planning items affecting development across the county.

Commissioners conducted hearings on multiple projects, including:

  • Winston Solar Project – The Board heard a request from Winston FC Solar, LLC for a planned unit development (PUD) to construct a large photovoltaic solar facility in Mason Valley, including solar panels, battery storage, a substation, and transmission infrastructure across approximately 2,300 acres. Commissioners approved the PUD with a condition to reduce the proposed setback to 1980ft. from Highway 95A.   • GDA Degree, Inc. Hoye Canyon – Approved a request for a Zoning Map Amendment to amend the Zoning Map split-zoned designations from the Title 10 districts of Limited Commercial District (C-1) and Fifth Rural Residential District (20 Acres) (RR-5) to the Title 15 district of Rural Residential, 20 Acre Minimum (RR-20), for an 18.00-acre parcel located at 20 Hoye Canyon Road in Smith Valley.
  • Microsoft Power Substations – Commissioners approved 3-2 (Cassinelli & Hockaday opposed) a Conditional Use Permit (CUP) to construct a 345/120-kilovolt electrical substation, two high voltage power lines, and other associated infrastructure for the Nighthawk Substation over approximately 32.59 acres located north of US Highway 50 in Silver Springs. Commissioners approved 4-1 (Hockaday opposed) a second CUP for Microsoft for an additional substation located at 1200 W US Highway 50 in Silver Springs. 
  • Lux Solar Center Expansion – In separate agenda items, Commissioners approved a request for a major variance to allow for a reduction in setbacks and a CUP for an expansion to the existing Lux Solar Project approved in 2023, to construct and to construct and operate a photovoltaic (PV) solar energy facility located near the intersection of US 95A and the Union Pacific railroad tracks on approximately 280 acres of a larger parcel near Wabuska. PSTimes-related article: https://pizenswitchtimes.com/2026/03/04/lux-solar-center-llc-requesting-major-variance-conditional-use-permit-commissioner-agenda-14-e-f-on-3-5-2026/
  • Traditions North LLC Development – Approved the Zoning Map Amendment to amend the Zoning Map split-zoned designations from the Title 10 districts of First Rural Residential District, First Estates Residential District, Single-Family Nonrural Residential District, and General Commercial District, to the Title 15 district of Planned Unit Development (PUD), generally located north of the intersection of Nevada Station and Rock Creek Parkways in Dayton. The Board also approved the request from Traditions North LLC for a Planned Unit Development (PUD), as well as a reserving street names for the Traditions North Residential Development.

These hearings included staff presentations as well as thorough public comment and deliberation by the Board before decisions were made on the respective applications.

Board of Health Session – Rural Health Transformation

During the meeting, the Commission recessed and reconvened as the Lyon County Board of Health to hear presentations from the University of Nevada, Reno Rural Outreach Clinic and the Empowered Go mobile opioid misuse treatment option. 

In addition, the Board of Health reviewed project proposals associated with the Nevada Rural Health Transformation Program. County staff presented several potential initiatives intended to strengthen healthcare access, emergency medical services, and rural health system capacity across Lyon County. The Board provided direction to staff on refining proposals and identifying priority projects to pursue funding through the statewide program.
